Jasmine Rouse, a Rustenburg Grade 11 student, has always been passionate about making a meaningful difference in her community, but joining the Junior City Council (JCC) transformed that passion into purpose.
Her journey to becoming a member was both challenging and rewarding. After submitting her application in November 2025, she progressed through a rigorous selection process that included multiple assessments and a final interview. In February, she was selected as one of just 50 members from nearly 1,000 applicants, a milestone that marked the beginning of an incredible leadership journey.
Since joining the JCC, Jasmine has gained invaluable insight into the workings of local government. Through regular council sittings, she has had the unique opportunity to engage directly with political leaders, learn about decision-making processes, and experience how government serves communities. Although the Junior City Council is a non-political programme, the exposure deepened her passion for public service. It strengthened her ambition to pursue Political Science and International Relations at university.
The opportunities that followed have been both unexpected and life-changing. In recognition of her advocacy and leadership, Jasmine was nominated to represent young people on the Zero Dropout Campaign podcast, where she discussed youth advocacy and teen well-being. Her episode is set to air next month, giving her a platform to amplify the voices and concerns of young people across South Africa.
Her journey has also taken her into the chambers of the Western Cape Provincial Parliament, where she participated in a Westminster-style debate, developing her confidence, public speaking, and critical thinking skills while experiencing parliamentary procedures firsthand. These experiences have not only broadened her understanding of governance but have also reinforced her belief in the importance of youth participation in shaping society.
Beyond South Africa, Jasmine’s leadership has gained international recognition. Her involvement with the JCC contributed to her appointment as an ambassador for the International Organisation of Youth, placing her among just 49 ambassadors across Africa and approximately 2,400 worldwide. This role has further expanded her perspective on global citizenship and youth leadership.
In September, Jasmine will take another significant step in her journey when she travels to New York to attend the International Youth Conference 14 in partnership with the United Nations. The opportunity will allow her to collaborate with young leaders from around the world, exchange ideas, and contribute to conversations on issues affecting future generations.
